SENATE CONCURRENT RESOLUTION NO. 30

Requesting the joint committee on government and finance to make a
study of the West Virginia department of health and human
resources.
Whereas, The West Virginia department of health and human
resources has been given broad authority to administer statutory
programs of a wide ranging nature; and
Whereas, The West Virginia department of health and human
resources is failing to efficiently and fairly administer its
programs and thereby failing to adequately serve the best interests
of the state; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance is hereby
requested to authorize the legislative oversight commission on
health and human resources accountability to study the West
Virginia department of health and human resources for the purpose
of determining whether the department should be restructured so as to more efficiently and fairly administer its programs; and, be it
Further Resolved, That the joint committee on government and
finance report to the regular session of the Legislature, 1997, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendation; and,
be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the joint committee on
government and finance.
